Children Paid a 'Substantial Price' During Coronavirus Pandemic, Former PM Tells Investigation

Placeholder Image Hearing Proceedings Official Inquiry Hearing

Children suffered a "significant cost" to safeguard society during the coronavirus crisis, the former prime minister has stated to the inquiry reviewing the consequences on children.

The ex- prime minister repeated an expression of remorse expressed earlier for decisions the government mishandled, but remarked he was proud of what teachers and learning centers accomplished to cope with the "unbelievably tough" conditions.

He countered on previous assertions that there had been insufficient strategy in place for closing down educational facilities in early 2020, stating he had believed a "significant level of thought and attention" was already going into those choices.

But he explained he had also wished educational centers could remain open, labeling it a "terrible notion" and "individual dread" to close down them.

Previous Testimony

The hearing was told a strategy was merely made on 17 March 2020 - the day before an announcement that learning centers were closing.

The former leader told the inquiry on the hearing day that he accepted the criticism regarding the shortage of preparation, but noted that implementing changes to learning environments would have necessitated a "far higher state of understanding about Covid and what was likely to occur".

"The speed at which the illness was advancing" complicated matters to prepare for, he remarked, explaining the main priority was on attempting to prevent an "appalling health emergency".

Conflicts and Assessment Grades Fiasco

The inquiry has furthermore heard earlier about numerous conflicts between administration leaders, for example over the judgment to shut schools once more in 2021.

On Tuesday, the former prime minister told the inquiry he had desired to see "mass testing" in learning environments as a way of keeping them operational.

But that was "never going to be a runner" because of the new coronavirus type which appeared at the identical period and sped up the dissemination of the illness, he noted.

Among the most significant issues of the pandemic for all officials arose in the test scores disaster of August 2020.

The schools authorities had been compelled to reverse on its use of an algorithm to assign results, which was designed to avoid higher grades but which instead saw forty percent of expected outcomes downgraded.

The general protest led to a change of direction which meant pupils were eventually granted the marks they had been forecast by their teachers, after GCSE and A-level exams were scrapped earlier in the year.

Considerations and Future Crisis Planning

Referencing the tests situation, investigation legal representative suggested to Johnson that "everything was a catastrophe".

"Assuming you are asking the pandemic a catastrophe? Yes. Was the loss of education a disaster? Absolutely. Did the cancellation of exams a tragedy? Certainly. Was the letdown, resentment, dissatisfaction of a significant portion of kids - the additional frustration - a disaster? Yes it was," the former leader said.

"But it must be considered in the context of us attempting to deal with a much, much bigger catastrophe," he noted, mentioning the absence of learning and exams.

"Generally", he said the education administration had done a pretty "brave effort" of trying to cope with the pandemic.

Subsequently in Tuesday's testimony, Johnson said the lockdown and separation regulations "likely did go overboard", and that children could have been exempted from them.

While "with luck such an event never happens a second time", he commented in any potential prospective outbreak the closing down of educational institutions "really ought to be a step of final option".

This session of the Covid hearing, looking at the effect of the pandemic on young people and students, is expected to finish soon.
